官媒出手整治娛樂圈亂象，連劉濤鄭凱都難幸免

明星在鏡頭前是否系安全帶，已經不再只是禮儀問題，而是法規執行、行業生態與公眾信任之間的博弈。近日多起事件讓大眾再次把焦點放在“乘車安全”上：在大巴、私動車上，眾多藝人被拍到未系安全帶，隨后一度出現以修圖“掩蓋”規矩的情況。這類畫面看似無傷大雅，卻折射出行業內部的認知偏差與制度缺口。

從已經公開的案例看，未系安全帶并非個別現象。蔡徐坤、Angelababy等在公開場合的拍攝中也曾被曝光過類似情形，副駕駛座位上的物品堆放、請助理操作車輛等細節，也曾引發關注與討論。官方態度的核心，是明確且持續的監管要求：道路交通安全法第51條規定，乘坐車輛時應系好安全帶，法律文本本身并無“情境豁免”。當下社會各方的反應，既有罰款記錄的公開與否，也有對“是否合規”的持續追問——大眾并不容易接受把合規變成一種可選的姿態。

行業生態層面，公眾的熱議并非空穴來風。媒體對明星資源與話題熱度的放大效應，以及流量驅動的選角邏輯，讓“熱度優先”在某些場景里勝過“演技與責任并重”。白鹿事件與“演藝圈的邊界問題”曾被議論成職業道德的縮影：并非所有人都具備同等的訓練背景、表演機會與行業資源，個人品牌成為競爭的核心變量，演出質量往往被次要化，爭議越發成為熱度的載體。與此同時，關于專業訓練與職業操守的公開討論，也在逐步被更多機構重視起來。

政府與行業的回應在推進中仍有節奏感差異。國際經驗中，部分地區已將藝人職業操守與安全承諾書等制度性安排納入行業監管鏈條，違規與否直接影響到項目備案與后續機會。就國內而言，官方在持續強化法規底線的同時，也在推動建立從業人員的行為規范與合規評估體系。中國青年報報道，北京影視界正在籌劃《藝人職業操守指南》這類指引，試圖把“基本職業底線”寫進行業規范。草案的公開與否，尚未落地，但這代表著行業正在嘗試用制度化的方式促成自律。

在更具操作性的層面，存在可以落地的改進路徑。對藝人及經紀公司來說，可以將安全帶使用與工作場景規范化，納入賽前培訓、現場檢查清單以及演出前的安全宣導環節；對節目制作方來說，應建立現場監督機制，確保拍攝現場符合交通與安全規范，如設立可即時糾偏的安全提醒與應急方案；對平臺與行業協會來說，可以將職業操守納入年度審核指標，形成“違規—備案受限—資源分配”的閉環。以國際視野看，簽署安全承諾書、強化違規后果的做法，具備一定的約束力和傳播效果，值得在中國逐步落地試點。

增量視角方面，本文嘗試把安全帶問題放在“法規+職業操守+場景治理”的三維框架內解讀：一是法規層面，確保法律文本的清晰可執行性與實時監管的協同；二是操守層面，厘清行業對演藝人群的基本職業邊界與責任；三是場景治理，建立從拍攝前培訓到現場執行的全流程治理機制，避免單一道具修圖或情緒化辯解成為常態。基于此，若能將實操細節落地，公眾對行業的信任度與品牌價值將獲得實際提升。
