官媒出手整治娛樂圈亂象，連劉濤鄭凱都難幸免

明星在鏡頭前是否系安全帶，已經(jīng)不再只是禮儀問題，而是法規(guī)執(zhí)行、行業(yè)生態(tài)與公眾信任之間的博弈。近日多起事件讓大眾再次把焦點(diǎn)放在“乘車安全”上：在大巴、私動(dòng)車上，眾多藝人被拍到未系安全帶，隨后一度出現(xiàn)以修圖“掩蓋”規(guī)矩的情況。這類畫面看似無傷大雅，卻折射出行業(yè)內(nèi)部的認(rèn)知偏差與制度缺口。

從已經(jīng)公開的案例看，未系安全帶并非個(gè)別現(xiàn)象。蔡徐坤、Angelababy等在公開場合的拍攝中也曾被曝光過類似情形，副駕駛座位上的物品堆放、請(qǐng)助理操作車輛等細(xì)節(jié)，也曾引發(fā)關(guān)注與討論。官方態(tài)度的核心，是明確且持續(xù)的監(jiān)管要求：道路交通安全法第51條規(guī)定，乘坐車輛時(shí)應(yīng)系好安全帶，法律文本本身并無“情境豁免”。當(dāng)下社會(huì)各方的反應(yīng)，既有罰款記錄的公開與否，也有對(duì)“是否合規(guī)”的持續(xù)追問——大眾并不容易接受把合規(guī)變成一種可選的姿態(tài)。

行業(yè)生態(tài)層面，公眾的熱議并非空穴來風(fēng)。媒體對(duì)明星資源與話題熱度的放大效應(yīng)，以及流量驅(qū)動(dòng)的選角邏輯，讓“熱度優(yōu)先”在某些場景里勝過“演技與責(zé)任并重”。白鹿事件與“演藝圈的邊界問題”曾被議論成職業(yè)道德的縮影：并非所有人都具備同等的訓(xùn)練背景、表演機(jī)會(huì)與行業(yè)資源，個(gè)人品牌成為競爭的核心變量，演出質(zhì)量往往被次要化，爭議越發(fā)成為熱度的載體。與此同時(shí)，關(guān)于專業(yè)訓(xùn)練與職業(yè)操守的公開討論，也在逐步被更多機(jī)構(gòu)重視起來。

政府與行業(yè)的回應(yīng)在推進(jìn)中仍有節(jié)奏感差異。國際經(jīng)驗(yàn)中，部分地區(qū)已將藝人職業(yè)操守與安全承諾書等制度性安排納入行業(yè)監(jiān)管鏈條，違規(guī)與否直接影響到項(xiàng)目備案與后續(xù)機(jī)會(huì)。就國內(nèi)而言，官方在持續(xù)強(qiáng)化法規(guī)底線的同時(shí)，也在推動(dòng)建立從業(yè)人員的行為規(guī)范與合規(guī)評(píng)估體系。中國青年報(bào)報(bào)道，北京影視界正在籌劃《藝人職業(yè)操守指南》這類指引，試圖把“基本職業(yè)底線”寫進(jìn)行業(yè)規(guī)范。草案的公開與否，尚未落地，但這代表著行業(yè)正在嘗試用制度化的方式促成自律。

在更具操作性的層面，存在可以落地的改進(jìn)路徑。對(duì)藝人及經(jīng)紀(jì)公司來說，可以將安全帶使用與工作場景規(guī)范化，納入賽前培訓(xùn)、現(xiàn)場檢查清單以及演出前的安全宣導(dǎo)環(huán)節(jié)；對(duì)節(jié)目制作方來說，應(yīng)建立現(xiàn)場監(jiān)督機(jī)制，確保拍攝現(xiàn)場符合交通與安全規(guī)范，如設(shè)立可即時(shí)糾偏的安全提醒與應(yīng)急方案；對(duì)平臺(tái)與行業(yè)協(xié)會(huì)來說，可以將職業(yè)操守納入年度審核指標(biāo)，形成“違規(guī)—備案受限—資源分配”的閉環(huán)。以國際視野看，簽署安全承諾書、強(qiáng)化違規(guī)后果的做法，具備一定的約束力和傳播效果，值得在中國逐步落地試點(diǎn)。

增量視角方面，本文嘗試把安全帶問題放在“法規(guī)+職業(yè)操守+場景治理”的三維框架內(nèi)解讀：一是法規(guī)層面，確保法律文本的清晰可執(zhí)行性與實(shí)時(shí)監(jiān)管的協(xié)同；二是操守層面，厘清行業(yè)對(duì)演藝人群的基本職業(yè)邊界與責(zé)任；三是場景治理，建立從拍攝前培訓(xùn)到現(xiàn)場執(zhí)行的全流程治理機(jī)制，避免單一道具修圖或情緒化辯解成為常態(tài)。基于此，若能將實(shí)操細(xì)節(jié)落地，公眾對(duì)行業(yè)的信任度與品牌價(jià)值將獲得實(shí)際提升。
